Such compromises were easy to make in autumn 1914, when the excitement over the outbreak of war was high, causing a crush of enlistments, and when it was still generally believed that the war would be over within six months. By spring 1915, however, enthusiasm for the war began to cool and recruiting fell off. Moreover, Asquith's government seemed to have lost its grip on affairs; newspapers carried reports of an inadequate supply of ammunition on the Western Front, and on May 15 the first sea lord, Adm. John Fisher, resigned. The Conservative leader, Andrew Bonar Law, under pressure from his followers to take a stronger stand, announced that his party would demand a debate on the conduct of the war. Asquith quickly offered to form a coalition, thereby ending the last Liberal government.
