The purpose of this research is to determine the viability of an intra-theater airlift organizational construct know as general support-apportioned. Intra-theater airlift assets are the critical link in the Department of Defense's global supply chain. This airlift requires high rates of operational effectiveness and logistical efficiency to meet warfighter demand of speed and volume. Airlift organization and the process by which these resources are tasked cannot be overstated as the driving factor in determining the Air Force's ability to meet customer expectations. Centralizing resources, a form of Operational Risk Management known as risk pooling, is an effective and efficient way to organize intra-theater airlift assets. Risk pooling tempers demand variability by aggregating demand from multiple sources.
