This research develops two products for aiding a Joint Force Commander (JFC) tasked with developing command and control (C2) structures for space and information operation (IO) capabilities within a joint force. The first product is a decision matrix based upon two ideas essential to command and control. The first idea is that knowing the level of desired effect, that is, a strategic, operational, or tactical effect produced by space or IO functions is critical to the C2 structure.
